Institutional Logic of Giving Priority to Agricultural and Rural Development

  • The system logic of giving priority to the development of agricultural and rural areas lies in the following aspects: the generation of the system is in line with the reality, the system construction is given priority, the system has advantages behind it, and the practical efficiency can be brought into play. “In line with the reality” means that when the system is formed, it not only pays attention to the historical inheritance, but also grasps the political direction, and also focuses on the practical requirements. “Obvious priority” means that in the system construction, the “four priorities” should be implemented into the specific system design, establishing the system of giving priority to the development of rural talents, the system of giving priority to the allocation of rural elements, the system of financial priority to guarantee the rural areas, and the system of giving priority to the arrangement of rural public services. “Advantage” refers to the advantages of governance with Chinese characteristics behind the system, adhering to the leadership of the party, adhering to the guiding position of Marxism, and adhering to the development strategy of “one game of the whole country” . “Being able to play” means that the system advantage can be transformed into practical efficiency by grasping the three key points. The first is to adhere to the people-centered value orientation; the second is to adhere to the dialectical unity of top-level design and hierarchical docking; the third is to adhere to the strategic orientation of urban-rural integration.
