Research on Solving Agricultural Development Dilemma in Severely Impoverished Areas with Multiple Cooperation: Taking Winter Potato Project in Lancang County as an Example

Solving the problem of deep poverty of ethnic minorities on the border of our country is the key to win the battle of poverty alleviation. Through combining the field investigation, the paper finds that although Lancang Lahu nationality autonomous county has the rich agricultural natural resources, it faces multidimensional poverty such as poverty in farmers’ quality, poverty in agricultural conditions and poverty in agricultural industry. In the Poverty Alleviation Demonstration of Winter Potato Project in Lancang county, multi-subjects such as all levels of government and the related departments, scientific research institutes, institutions of higher learning, vocational schools, grass-roots agrotechnology popularization organ, farmers, agriculture-related enterprises, financial institutions, agricultural professional cooperatives and agricultural industry associations are mobilized to participate in and various advantageous resources such as policies, funds, agricultural science and technology and vocational education are fully integrated, so as to guide and help farmers to voluntarily improve agricultural production technology and operation management, combine the advantages of local natural resources with agricultural science and technology achievements, and effectively improve the agricultural production efficiency and agricultural product value in Lancang county, improve farmers’ income and sustainable development ability, realize the Triune benefits of economy, society and ecology, solve the difficulties of agricultural development in deep poverty stricken areas, and provide useful reference for poverty alleviation in other deep poverty stricken areas.
