Assets-Based Developmental Strategic Analysis of Poor Rural Areas: Based on the Investigation of X Village in Northeastern China

The old industrial bases in Northeast China have contributed to the great strength of China's modernization process and created a large amount of economic wealth. However, after the reform and opening up, the economic development is slow. Under the strategic background of rural revitalization, some rural contiguous areas are still in poverty. Based on-the-spot visits and investigations, this paper discovers their basic conditions and characteristics in natural resources, industrial economy, population and social organization, and sums up their practical reasons in the process of poverty alleviation and development,including the lack of developmental ideas and the lack of developmental subjects, as well as the lack of motive force of development and the short of development resource. Based on the literature research and actual conditions, under the guidance of the concept of "asset-based" advantages, the paper proposes a rural poverty alleviation development path that "enhance the development concept of villagers, drive rural relations, tap rural capital, and strengthen the inner capacity of villagers" to help the poverty alleviation and development in poor villages in this region.
