The Feasible Ability of the Frontier People in Yunnan Border Area

Under the background of the strategy of rural revitalization and the action of promoting border areas and enriching the people, Yunnan province has to pay attention to the social vulnerable groups:land-lost farmers'feasible ability in social development while vigorously developing social economy. Based on the experience of field investigation, the author believes that the land-lost farmers in Yunnan border area are a new concept group due to the regional particularity, and their feasible ability should be discussed from four aspects:political participation ability, economic freedom ability, free development ability and bottom-support ability. It is found that the political participation ability of the frontier people is weak in the aspects of community decision-making, subjective consciousness and appeal expression. The ability of economic freedom is affected by the inertia of land dependence, high cost of living and the concept of capital utilization. The ability to develop freely is limited by factors such as education level and illegal cross-border workers. There are still some deficiencies in employment security, medical and old-age insurance system and so on, so we should guarantee the right of the frontier people to participate in politics from the aspects of channel establishment and system supply;guide the economic development of the border residents from the aspects of internal strength, external strength and resettlement; improve the core competitiveness of the frontier people from the aspects of environment shaping, employment training and so on; improve the ability of the landless frontier people to support themselves from the platform construction to the social security popularization and other aspects.
