The Moderation of Social Security Level:Taking the Gansu Province in Western Underdeveloped Areas as A Sample

This paper selects the data of Gansu Province from 2007 to 2016 as the analysis sample, takes the level of social security expenditure as the breakthrough point, uses the method of combining qualitative analysis with quantitative analysis, calculates and analyzes the social security level and economic development level of Gansu Province from the function equation of "pull effect" "push effect" and the measurement model of social security level. The conclusion shows that the social security level in Gansu Province is not moderate in the past 10 years, which shows that the social security expenditure level in Gansu Province is obviously faster than the level of economic development. At the same time, there are some problems such as the excessive expenditure of financial and social security and the serious imbalance of the proportion of social security expenditure, at last, it puts forward relevant improvement suggestions.
