The Influence of Forestry Reform Related Policies on Farmers' Forestry Production and Management Behavior

Based on the survey data of 351 households in Fujian Province, this paper constructs the multiple regression model, analyzing the influence of forest policy including forestry subsidy policy, forestry property rights mortgage loan policy and forestry cutting quota management policy on the investment of unit area of farmers' forestry production. And age, education background, the proportion of labor force in whole family, the proportion of forestry income in total family income, the proportion of commercial forest and the family forest are as the control variable included in the model. The result shows that the forestry-related supporting policy variables:whether to get the forestry-related subsidies, whether the farmers are satisfied with the forest mortgage loans, whether the farmers are satisfied with the quota management system has a significant impact on farmers' investment in unit forestry area. In addition, valuables like forestry income, forest area, the proportion of commodity forest in family forest are important as well affecting the production and management of farmers'forestry. Based on the conclusion, the relevant suggestions were proposed.First, the government should increase forestry subsidies, improve forestry subsidy system, and expand the subsidies'scope and types; Second, the government should prefect the system of forest right mortgage and explore the form of financial cooperation; Finally, the system of forest cutting quota management should be improved to encourage farmers to invest in forestry production, and then to promote the sustainable development of forestry.
