The Risk of Farmland Circulation in Pingan District of Qinghai

The implementation of farmland circulation is one of the important ways to realize proper scale management of farmland. In order to timely control and avoid the risk caused by the farmland circulation and ensure the smooth implementation of the farmland circulation in Ping'an District of Qinghai, this paper based on the analysis of the status quo of farmland circulation in Ping'an District and used social practice investigation to analyze the risks caused by the farmland circulation in Ping'an District and put forward the measures to avoid the risks. The results of the study show that:the current farmland circulation in Pingan District is facing the risk of the difficulty of guaranteeing the benefits of the transfer-out and the limited benefits of the transfer-in, the fluctuations of agricultural output and prices, endangering food security, aggravating the gap between rich and poor, affecting sustainable utilization of cultivated land and rural ecological environment. Measures should be taken to prevent farmland circulation risks by regulating circulation contracts, strengthen the use regulation of farmland circulation,improving the grain subsidy policy, establishing a farmland risk guarantee fund and improving the social security systems.
