Externality, Social Welfare and Government's Fiscal Policies Supporting Organic Agriculture

  • Externality is the strong feature of the development of organic agriculture, and many developed countries support it by fiscal policies. However, the supportive policies have differed in efficiency. So the possible ways pointed out by this paper are: governments should give preference to technical support under a low fiscal budget, should subsidize certification fee partially and carry out tax exemption policy.
