Implementation and Difficult Position of Bilingual Education Teachers Policy in the Minority Concentrated Area of Yunnan Province

Abstract
Based on hackle bilingual education teachers policy of China and Yunnan province, the group members are through literature review, questionnaire and interview to research the current situation of bilingual teachers in the minority concentrated area, such as Dehong, Nujiang, Baoshan and Xishuangbanna. The results show that, carrying out and implementing the bilingual teacher education and training policy are better then welfare treatment policy. Meawhile,there are some difficulties of implementing bilingual education teachers policy in the minority concentrated area of Yunnan Province, such as the insufficiency of policy implement degree of social benefits, the neglect of study on research institute of bilingual education for teachers' policy, the imperfection of bilingual education mechanism, the shortage of bilingual education funding investment, etc. therefore, it is necessary to perfect policy, strengthen the propaganda power, and so on.
