Supply Mechanism of Public Ecological Products in Southwest China under the Perspective of Demand-Driven

From the perspective of environmental benefits, this paper first divides all industries into ecology industry (positive externalities for the environment) and traditional industry (negative externalities for the environment).Then it puts forward the two coordination systems between industries and ecological environment: ecology industry by market and traditional industry by ecology. It also proposes market mechanisms in ecology industry-ecotourism and carbon sinks projects and ecology mechanism in traditional industry-energy save and emission reduce. From the resource endowment, Southwest in China is influenced by the mountainous terrain. There exists small cities and big rural areas and people in the suburbs are very small. A large distance may be found from the city to the suburbs. And so there has a geographical advantage to develop ecotourism in the suburbs. Local government should focus on building weekend economy and exploring the policy of free highway during the weekend and paid leave. Firms should consider ecotourism as livelihood projects and make efforts in reducing prices of scenic ticket, increasing cultural services and so on.
