The SWOT Analysis of the Development of the Grassroots Sector in the Perspective of Social Governance:Taking the 12345 Convenience Hotline as a Case in S City

As an part of digital urban management, the role of convenience hotline is important in the innovation of social governance. Through SWOT analytical method, internal resources condition and four factors of external environmental changes of convenience hotline were analyzed comprehensively, at last, four strategies were proposed: SO strategies: positive development; ST strategy: to take advantage of threats; WO strategies: seizing the opportunity to enhance themselves; WT strategies: steady development.
