Quantitative Evaluation of Rural Human Settlement Environment Governance Policies in China Based on PMC-Index Model

  • Taking 209 rural human settlements governance policies promulgated by governments at all levels in China since 2014 as the research object, this paper employed text mining methods and combined with policy characteristics to determine 9 primary variables and 41 secondary variables for policy evaluation, constructed a quantitative evaluation index model of China’ s rural human settlements governance policies, and selected 9 policies for PMC index calculation and PMC surface plot drawing. It is found that, the overall evaluation grades of the selected 9 rural human settlements environment governance policies were “excellent” , and there were no “perfect” and “bad” grades, indicating that the overall design of China’ s rural human settlements governance policies was more scientific and rational, but there was still much room for improvement, and the policy timeliness, policy audience, policy field and incentive measures were the main directions for future policy adjustment and revision.
