Rural Empowerment: the Evolutionary Logic from Poverty Alleviation to Rural Revitalization

Rural revitalization is an important strategic choice to break the imbalance between urban and rural development in China. The course of rural development in China has gone through a process from empowerment to empowerment, and from precise poverty alleviation to rural revitalization is the evolution of this process. In the study, it was found that the current process of rural revitalization suffers from homogeneous development and insufficient upper limit of rural development, and a top-down policy foundation and a bottom-up practice foundation provide the prerequisites and guarantee conditions for realizing rural empowerment. This study proposes six means of empowering rural revitalization: respecting the main will of farmers to activate the endogenous development momentum of the countryside, integrating three industries according to local conditions to empower industrial development, insisting on cultural confidence to promote rural cultural inheritance and innovation, building an interactive rural organization mechanism of “one core and multiple” , aiming at the construction of beautiful countryside, promoting friendly rural ecological development, and establishing a modern information technology support system to promote rural digital governance capacity.
