The Construction, Measurement and Analysis of the Evaluation Index System of Rural Development in Southern Anhui under the Background of Rural Revitalization

Based on the rural revitalization strategy and the existing rural development research, this paper construct the evaluation index system of rural development, using subjective and objective index screening methods such as fuzzy comprehensive evaluation, cluster analysis, and factor analysis. This evaluation system, considering three dimensions including agriculture, rural areas and farmers, is used to measure the rural development in 26 counties in southern Anhui.The results show that:（1）The overall development level of rural areas in southern Anhui counties is low, there are differences in different areas, and there is uncoordinated rural development in the same area.（2）Rural development is closely related to the county economy and is the result of the joint action of three factors: agriculture, rural areas and farmers. Finally, suggestions are made from four aspects: county economy, agricultural development, rural modernization, and farmer affluence.
