Abstract
The full implementation of the “Multi-tasker” system of village-level organizations heads is an important measure to implement the spirit of the 19th CPC National Congress, strengthen the leadership of grass-roots party organizations, and provide thinking and reference for grass-roots party construction to lead the innovative development of rural governance modernization. Taking the “Multi-tasker” system of village-level organizations heads in the three villages of G town in southern Jiangxi as an example, the typical models formed in the practice of village-level organization leaders are summarized as the family party of the village-level organization, the authoritative representative of the village party secretary, and the village-level organization leader “passes and leads” cultivates three types of practical models. On this basis, refine the generation mechanism of the “Multi-tasker” system of village-level organizations heads, which are the original intention of informal power digestion policy, policy ambiguity and authority transfer under power transfer, and the isomorphism of the power order of township party committee and village committee.
