Abstract
With the sinking of the center of national governance, as the economically underdeveloped central and western regions, rural governance is faced with the problem of increasingly serious hollowing and lack of talents. Guangyuan City has absorbed rural acquaintances to participate in the rural governance work, and has realized the absorption and reconstruction of rural elites through innovation of organizational construction mechanism, work operation mechanism, and organizational incentive mechanism. Different from the new rural sages in economically developed areas, the participation of the “Zhike” team in rural governance in Guangyuan City is an administrative absorption model chosen by the grass-roots party and government when faced with a large number of governance tasks. The current shortage of rural governance talents enriches the forms of ideological and political work at the grassroots level, and is conducive to improving the rural governance system that combines self-governance, rule of law, and rule of morality. The reconstruction of rural elites should revitalize the rural talent stock from folk culture, coordinate departmental resources to strengthen the leadership of party building, and achieve continuous incentives through the effective connection between the organization and the market.
