Land Supply Performance Evaluation and Obstacles Analysis of Hefei City

  • Based on the structure performance, economic performance, social performance and ecological sustainable performance of land supply, the land performance data of Hefei from 2010 to 2019, entropy method and obstacle degree model were used and the land supply performance evaluation system is constructed to measure the performance level of land supply in Hefei and analyze the obstacles affecting the performance, in order to provide some reference for the optimization of land supply policy. The results show that the level of economic performance fluctuated and increased, the level of social performance and ecological sustainability performance showed a linear upward trend, and the level of structural performance showed an inverted “S” shape. They are greatly influenced by policies related to economic and industrial structure upgrading and adjustment, housing price control, urban environmental protection, and land conservation and intensive use. The research conclusions are: the total performance level of land supply in Hefei presents a stepwise upward trend. The highest obstacle degree of economic performance is 33.2%, followed by 25.3% obstacle degree of social equity, 24.5% obstacle degree of structure, and 17.1% obstacle degree of land sustainability. Economic performance has always been the main obstacle factor restricting the total performance level of land supply. In the other criteria layer, the obstacle factors in the performance index layer shift from the government regulation and technological progress to the factors related to the city size and economic development type.
