The Negotiate Governance in Rural Society: Take the Practice of Deliberative Democracy in Village M, Jiangsu as the Analysis Object

In order to improve the efficiency of governance and transform the service-oriented government, many places have begun to actively explore the negotiated governance model, which will help to promote the modernization of rural governance. Consultative governance emphasizes the attention to the behavior of subjects such as coordination, communication and participation, pays attention to the procedures for citizens to participate in decision-making, and has clear requirements for democratic subjects and democratic processes. Construct a consultation governance analysis framework that adapts to logic-core issues-guarantee mechanism to investigate the whole process of rural specific events. This paper selects M village consultation and dialogue case, analyzes the operating mechanism of consultation democracy in rural governance, and proposes the eraization of governance paths based on mutual trust and mutual dependence, the organization of governance capital based on diversified cooperation, and governance supported by resource sharing the liberalization of governance models empowers rural consultative governance and provides new ideas for the modernization of governance capabilities.
