Abstract
Yunnan border cross-border economic cooperation zone has special geographical advantages, which provides important conditions for local economic development, population employment and human resource allocation. However, with the saturation of the relevant industry market, the problems of local human resource allocation are gradually highlighted. Based on the deficiencies in the process of local human resource allocation, such as limited educational resources, solidified industrial structure, excessive homogeneous human resources and problems in the management and use of foreign labor force, this study proposes that the government should accurately evaluate the local human resource allocation, increase educational investment, promote the heterogeneity of human resources and deal with the employment problems of foreign labor population, and innovate the countermeasures of human resource allocation strategy.
