扶贫干部胜任力指标体系的构建与应用基于陕西南部地区的样本分析

Construction and Application of Competency Index System for Poverty Alleviation Cadres: Based on Sample Analysis in Southern Shaanxi

  • 摘要: 扶贫干部作为地方政府与农户的连接者,在促进脱贫攻坚与乡村振兴的有效衔接中起重要作用。为测算扶贫干部胜任力、研究扶贫干部胜任力影响因素,从知识技术、能力、特征、积极动机四个方面构建了扶贫干部胜任力指标体系,并采用问卷调查法,通过对2019年陕南地区1123个样本调研数据加以验证。结果表明:陕南扶贫干部胜任力整体处于中等偏上水平;驻村干部比村干部的胜任力略强;男性、性格偏外向、参加工作年数较长的扶贫干部,全脱产扶贫、本科及以上学历的驻村干部以及年龄较大、文化程度较低的村干部,具有较高的胜任力;经检验该指标体系信度与效度良好,具有较好的推广意义。对扶贫干部胜任力的研究有助于提升扶贫干部的胜任力,从而有助于实现巩固脱贫攻坚成果同乡村振兴的有效衔接。

     

    Abstract: As the link between the local government and the rural households, poverty alleviation cadres play an important role in promoting the effective connection of poverty alleviation and rural revitalization. In order to measure the competence of poverty alleviation cadres and study the influencing factors of the competence of poverty alleviation cadres, a competency index system for poverty alleviation cadres was constructed from the four aspects of knowledge and technology, ability, characteristics, and positive motivations, and a questionnaire survey method was adopted. The survey data of 1123 samples in the southern region was verified. The results are as fellows: Firstly, the overall competence of the poverty alleviation cadres in southern Shaanxi is at the upper-middle level. Secondly, the village resident cadres are slightly better than the village cadres. Thirdly, the poverty alleviation cadres who are male, extroverted, and have been working for a long time, the village resident cadres who are full-time poverty alleviation and have a bachelor degree or above, the village cadres who are older and less educated, these people have high competence. Finally, after testing, the reliability and validity of the indicator system is good, and it has good promotion significance. Research on the competence of poverty alleviation cadres will help improve the competence of poverty alleviation cadres, thereby helping to achieve an effective connection between the consolidation of poverty alleviation achievements and rural revitalization.
