Abstract:
Rural industrial revitalization faces practical challenges such as insufficient endogenous motivation, inefficient resource utilization, and lack of coordination among key entities. Existing research on rural industrial revitalization largely focused on macro-level development pathways, lacking exploration of the micro-mechanisms through which key entities drive industrial development. Based on the theory of policy entrepreneurs, this paper selected D Village in Yunnan Province as a case study to analyze the intrinsic mechanisms through which village cadres, as policy entrepreneurs, contribute to rural industrial revitalization. The findings revealed that policy entrepreneurs inject endogenous motivation, provide resource support, and achieve unified benefits through three mechanisms: activation of motivation, coordination among multiple entities, and establishment of an institutional mechanism for linking interests. This research demonstrates that cultivating policy entrepreneurs, activating rural endogenous forces, establishing a diverse coordination framework, and creating a system of institutionalized benefit-sharing mechanisms are effective pathways to overcoming the challenges faced by rural industrial development and achieving high-quality rural industrial revitalization.
