Abstract: There are two widespread problems in the course of the new countryside construction：The farmers are often absent from their role of principal part，while the government exceeds its authority.The construction slogan of Government Dominant put forward by China which is being suspected of Exceed Its Duties and Meddle in Others’ AFFAIRS has inhibited the actualization of farmers’ role of principal part.The experience of South Korea told us that only when farmers’ role of principal part is put into effect can we keep a sustainable development in the new countryside construction.At the present time，we should establish the farmers’ role of principal part in the new countryside construction via approaches as follows：strengthening the rural primarylevel democracy，insisting on educating the farmers and developing farmers’ organization.
