Abstract: Administrative accountability is the hot issue concerned by theorists and practice field，which is very important in the course of building legal government and promoting political civilization.But some issues are controversial，we are lack of unified theory of perspective，standardized system of accountability，and we are also lack of concrete manipulability.Therefore，an accurate definition of the meaning of administrative accountability is the starting of deep research，and a clear basis of administrative accountability is the premise of legitimacy.
