Decision of Land Transfer: A Study on the Effect of Non-agricultural Employment in Adjusting Agricultural Land Rights

Land is the core resource of rural areas, and activating land resources through land circulation plays a positive role in promoting the comprehensive revitalization of rural areas. With the increase of non-agricultural employment of rural workers, promoting the transfer of agricultural land by promoting non-agricultural employment has become a choice. Based on the theoretical analysis of the data of 2020 China Health and the Elderly Survey (CHARLS), the paper uses land transfer with the Logit model to test the impact of land ownership on land transfer and the adjustment effect of non-agricultural employment. The study shows that: (1) the registration and certification of agricultural land contract right has a significant positive impact on the impact has time lag; (2) the regulation effect test shows that non-agricultural employment has a significant regulating effect on the relationship between agricultural land right confirmation and land circulation, and non-agricultural employment enhances the positive influence of agricultural land right confirmation on land circulation. Therefore, in order to activate land resources and promote rural revitalization, while further protecting farmers’ rights and interests of land and improving the existing land transfer policies, we should also promote farmers to achieve non-agricultural employment through multiple channels, so as to improve the land transfer area of farmers and realize the large-scale operation of agricultural land.
