The Improvement of the Distribution System for Collective Rural Assets under the Perspective of Common Prosperity

  • The realization of common prosperity for farmers is not only closely linked to the effective utilization of collective assets but also relies on a fair and reasonable distribution system for the earnings from these assets. To achieve common prosperity, it is essential to ensure the principle of fair distribution while encouraging members to participate in the entire process of collective asset earnings distribution, supplemented by a systematic supervision mechanism. However, from the perspective of common prosperity, the current system for the distribution of earnings from rural collective assets faces many challenges, particularly in terms of the clarity of eligibility for participation in distribution, the uniformity of distribution standards, the fairness of the distribution process, and the lack of a comprehensive supervision and management mechanism. In terms of optimization strategies, firstly, it is necessary to base membership identity in collective economic organizations on household registration, while also considering multiple factors such as long-term stable production and living relationships and life security; secondly, to clarify the scope of distributable collective economic earnings; thirdly, to improve the procedure for the distribution of earnings from rural collective assets; finally, to strengthen the supervision and remedy mechanisms for the distribution of collective asset earnings. These measures aim to reduce urban-rural disparities, better protect the fundamental interests of farmers, and progressively promote common prosperity.
