从城乡二元土地制度破除论城乡融合发展

The Urban and Rural Amalgamation Development Based on the Elimination of Urban-rural Dual Land System

  • 摘要: 我国以政策和法律的形式确立了城乡二元土地制度,该制度最初的设计目是服务于计划经济、发展国家重工业战略。现今却致使城乡土地流转、保护和发展不平等,农村和城市间的差异逐渐扩大,制约我国城乡进一步发展。城乡融合发展具有独特内涵,不等于新农村建设。城乡融合发展路径选择应是进一步深化农村土地制度改革,构建城乡统一的建设用地市场,完善农地承包权有偿退出制度,放开宅基地使用权入市流转,加快租购并举的住房制度建设,以此推动乡村振兴,最终达到城乡互惠共生、融合发展。

     

    Abstract: China has established the urban-rural dual land system in the form of policies and laws. The original design of the system is to serve the planned economy, develop the national heavy industry strategy. However, its evolution has led to the inequality of land transfer, protection and development between urban and rural areas, the differences between rural and urban areas have gradually expanded, which has become a hindrance to the further development of China's economy and society. The development of urban-rural amalgamation has its unique connotation, which is not equal to the construction of new countryside. The path choice of urban-rural amalgamation development should be to further deepen the reform of rural land system, construct a unified urban-rural construction land market, improve the system of compensation withdrawal of farmland contractual rights, opening up the circulation of the right to use homestead land, speed up the construction of housing system with simultaneous rent and purchase, so as to promote the rural revitalization and realize the amalgamation development of urban and rural, mutual benefit and coexistence.
