海西城市群绿色经济效率的测算以及实证研究——基于熵权法和DEA方法

Evaluation of Cities' Green Economy Efficiency and Empirical Reasearch in Hercynian Economic Zone: Based on Entropy Method and DEA Model

  • 摘要: 缓解经济发展与环境污染之间的矛盾,积极推进绿色经济是当前的研究热点与难点。本文以海西城市群为研究区域,基于熵权法,构建城市环境污染综合指数测算相对绿色GDP,并作为城市绿色经济的产出指标,以劳动、资本、能源为投入指标,运用DEA-Malmquist和DEA-BBC模型,对海西城市群以及区域内20个城市的绿色经济效率从动态和静态两个方面进行实证测度和分解。结果表明:(1)13年来实现DEA有效的海西城市从东部沿海逐渐向南部和东北角转移,总体效率水平有所增长;(2)海西城市群的技术效率13年间变动幅度不大,技术变动是制约海西城市群综合效率的主要因素。

     

    Abstract: To alleviate the contradiction between economic development and environmental pollution, and promote the green economy actively has become the focus of discussion. This paper takes Hercynian cities as its research area, conducts Entropy method for environmental pollution index, and lastly calculating the relatively green GDP. Then it takes labor, capital, water resources, energy as the input indexes of economy, and takes the relatively green GDP as output indicators, uses DEA-BCC and DEA-Malmquist model, makes empirical measure and studies of green economy efficiency of Hercynian's 20 cities from 2003 to 2015. And it turns out that:(1) The effective Heiseynian city of the DEA has been gradually shifted from the east coast to the south and the northeast, and the overall efficiency has increased in 13 years. (2) The technical efficiency of Hercynian cities is not significant in 13 years, and the technological change is the main factor that restricts the comprehensive efficiency of Hercynian cities.
